The Lancaster Parking Authority (LPA) manages several parking garages and lots, which are private property and have specific rules and regulations to ensure safety, security, and order. Violators of these rules may face ticketing or towing.
Parking Rules and Regulations
- Speed Limit: A common speed limit in parking garages is 5 MPH for safety.
- Valuables: Parking is at your own risk. Do not leave valuable items inside your car, and ensure all belongings are secured. The LPA is not responsible for theft or damage to vehicles or their contents.
- Authorized Parking Spaces: Only Park in designated spaces: Regular, Compact Cars Only, Handicap (with proper placard/license plate), and EV Charging spaces.
- Prohibited Activities: This includes, but is not limited to, blocking access (driveways, fire hydrants, crosswalks), taking up multiple spaces, illegal parking, vehicle maintenance/washing, recreational vehicles (boats, RVs, trailers), littering, and open containers of alcoholic beverages.
- Vehicle Requirements: Vehicles must meet height clearance limits (as specified per garage) and be in safe, operational condition. Unsafe or inoperable vehicles may be subject to towing.
- Security Monitoring: All entrances and exits are monitored by LPA’s CCTV. The LPA will prosecute any trespassing or vandalism to LPA properties.
Enforcement and Consequences
- Enforcement: The LPA enforces all parking regulations within the City of Lancaster. Parking enforcement officers use handheld devices to verify payment and compliance.
- Consequences: Violations can lead to ticketing, booting, and towing.
- Towing: Vehicles may be towed if they are:
- Unlawfully parked (e.g., blocking fire hydrants, driveways, or creating traffic hazards).
- Left unattended on bridges, tunnels, or causeways, obstructing traffic.
- Reported as stolen or embezzled.
- Lacking essential parts for safe operation.
- Parked on private property where signs prohibit public parking and state vehicles will be removed at the owner’s expense.
- Monthly parkers who fail to follow the LPA’s rules and regulations are also subject to ticketing, booting, and towing.
- Costs: Vehicle owners are responsible for all costs associated with ticketing, booting, towing, impoundment, and collections in addition to any parking fines.
